The Pacific is not empty. It is a chessboard — and the pieces are island nations that China and the United States have been competing for since 2019, when the Solomon Islands and Kiribati both switched diplomatic recognition from Taiwan to Beijing on the same day.

By 2025, Chinese police trainers were active in Kiribati, Vanuatu, Fiji, and the Solomon Islands. Beijing funded Samoa's first police academy. China pledged additional law enforcement support to eleven Pacific Islands Forum member states — a soft-power play that American officials acknowledge they have no equivalent response to.

The United States has been rehabilitating North Field on Tinian Island — a Second World War air base from which the Enola Gay and Bockscar flew — turning twenty million square feet of runway into a distributed basing hub under the Pentagon's Agile Combat Employment strategy. The problem is execution. US police capacity-building programs in the Pacific are underfunded, understaffed, and poorly coordinated. China's police training partnerships are coherent, persistent, and growing. Washington is competing with infrastructure it does not have, in a region it spent decades ignoring.

The Pacific has mattered since 1941. It matters again — differently. No one is flying B-29 bombers from Tinian this time. But whoever can base surveillance aircraft, early warning sensors, and logistics nodes closest to the first island chain controls the strategic geometry of any conflict over Taiwan. China is betting on police academies and port infrastructure. The US is betting on agile basing and radar. The islands in between are choosing — or being chosen.
