Russia's defence minister has now offered Kim Jong-un a five-year military cooperation framework for 2027 to 2031 — regularized exercises, joint production, and supply chain integration. What started as Russia buying shells to survive in Ukraine has become a structured military alliance with two-way technology transfer and a five-year roadmap. North Korea entered this war as an arms supplier. It is exiting as a more capable nuclear state — with battlefield-tested missiles, next-generation drones, and a seat at Russia's parade. The dividend is already being counted in Pyongyang.
