Ethiopia is a landlocked empire of 130 million people with no coast. In January 2024 it signed a deal that could change that — a 50-year lease on twenty kilometers of Somaliland's shoreline at Berbera, and the right to build a naval base on the Red Sea.

The deal would let Ethiopia shift thirty percent of its imports off Djibouti — breaking a monopoly that has constrained Ethiopian trade for thirty years. Somaliland wants the recognition that comes with it. Somalia says the deal is an annexation with extra steps.

Three crises are now layered on top of each other. Ethiopia's fight for sea access. Egypt's proxy war — Cairo deployed troops to Somalia in February 2026 to block Ethiopian influence on the Red Sea, the same water Egypt needs to survive the Grand Ethiopian Renaissance Dam upstream. And Somaliland's long game for international recognition.

In December 2025, Israel recognized Somaliland — the first major power to do so. Israel gets a foothold on the Red Sea near Bab-el-Mandeb. Somaliland gets legitimacy. Saudi Arabia and Turkey, who back Somalia's federal government, called it destabilizing.

The Horn of Africa now has a full board: Ethiopia pushing for coast, Egypt pushing back with troops, Eritrea blocking access from the north, Somalia fracturing internally between Mogadishu and its federal states, and Israel and the Gulf powers placing bets on who controls the Red Sea's southern gate. The prize is not just a port — it is who controls the water corridor between the Indian Ocean and Suez.
