Richard McIntosh was a conservative lobbyist who worked with Missouri Republican legislators to craft Title IX legislation with a “rape equals regret” bias against victims. The law assumed rape and assault allegations were false and favored accused perpetrators. It was later revealed his son had been expelled under a Title IX proceeding, and the law would allow his son to appeal to a commission on which McIntosh’s wife sat, creating a massive conflict of interest.
